Jarter Fang is the Chief Executive Officer of CIeNET, where he is responsible for steering the company’s strategic vision and overseeing its operations, including sales, marketing, account management, and engineering teams. With over a decade of executive leadership experience, Jarter has been instrumental in positioning CIeNET as a trusted partner for some of the world’s leading technology companies.

Since joining CIeNET in 2005 as Assistant to the General Manager, Jarter has consistently advanced through key leadership roles, culminating in his appointment as CEO in 2021. Under his leadership, CIeNET has experienced substantial growth and forged strategic alliances with global technology leaders such as Google, Ericsson, Qualcomm, and Nokia. Additionally, Jarter has overseen the Engineering and Mobile Device Testing Center teams, driving the development of innovative solutions and advanced connected technologies. His strategic vision, combined with his executive leadership, has been pivotal in CIeNET’s continued success and global expansion.

Fengjun Dong serves as Senior Vice President and Chief Operating Officer (COO) of China at CIeNET, bringing over 25 years of experience in CIeNET. He has established a long track record within CIeNET starting as the Head of Recruiting and advancing through the ranks to his current position as COO of all China. He has played a key role in driving operational excellence to support business growth across the region.

Prior to joining CIeNET, he held leadership positions at Lucent Technologies in Beijing, where he contributed to notable accomplishments. In his current role, Fengjun focuses on advancing innovation, strengthening delivery capabilities, and supporting the company’s strategic growth in China while delivering high-quality value to clients and partners.

As Senior Vice President of China Central and Test Centers at CIeNET, Yinghui Zeng leads the company’s central engineering and testing functions in China. With over 26 years of experience in CIeNET, and engineering roots from when she first joined CIeNET, she brings deep expertise in software testing, quality assurance, and large-scale engineering operations. Yinghui is responsible for building and leading global delivery project teams in the hundreds of engineers across multiple cities, countries, and continents to high customer satisfaction.

Before joining CIeNET, she held senior roles at North China Institute of Computing Technology (NCI), where she contributed to key achievements and large-scale initiatives. She is currently focused on driving innovation, enhancing testing capabilities, and building scalable, high-quality solutions to ensure long-term value delivery for clients.

Henry Hou is Vice President, China Pacific at CIeNET, where he oversees business operations in the China Pacific region and drives key strategic initiatives across the country and Asia region. With more than 20 years of experience in Telecom, Automotive and Enterprise applications, he has built strong expertise in areas such as software engineering, delivery management, and mobility solutions across verticals like Telecom, Automotive and AI.

Earlier in his career, he held leadership roles at Lucent Bell Labs, SS8 and Vidyo, leading important initiatives and contributing to business success. In his current position, Henry Hou is committed to accelerating regional growth, strengthening operational capabilities, and delivering sustainable value to clients and partners.

Leon Zheng serves as Senior Vice President, Engineering Services North America at CIeNET, leading the company’s engineering services teams across the region with a strong focus on Automotive and Mobility. With over 22 years of experience in CIeNET, he is also responsible for software engineering, system integration, and mobility solutions which are developed in-house and deployed on multiple customer projects. He also oversees new technology innovation and adoption at CIeNET.

Prior to joining CIeNET, he played a key role at Bell Labs, Lucent Technologies, contributing to major projects and measurable business outcomes. He currently focuses on driving innovation, enhancing delivery performance, and enabling scalable growth across North America.
