Enterprises that have continuously conduct research and development activities and transformation of technological achievements and formed their own independent core intellectual property (IP) rights into products or services can be recognized as HNTE in China. It was extremely difficult for enterprises to achieve HNTE status in China due to the strict and complicated application process, administrative measurement procedure, as well as post-recognition audit.
